Water Buffalo Horn Core is a great alternative to a hard antler chew. With its unique flavor, this chew is great to keep your dog occupied for hours. The core is steamed from within the buffalo horn. This chew is a favorite by all dogs, but especially senior dogs and teething puppies that may prefer a less hard chew.
Made from keratin and is consumable as it is gnawed over time. The core will slough off and crunch off and is edible.

That is exactly what the core is- a crunchy, soft chew meant for puppies and senior dogs. It sloughs off and is edible so what you are experiencing is normal.
If you'd like a stronger horn chew, the water buffalo horn is robust. Remember, teething puppies at 16 weeks still need a softer chew so I would recommend continuing with the this core or collagen.
